For the purposes of assigning beacons to a tour location, navigate to the "Experiences" node in the Umbraco Tree, create or open the tour, and select the "Content" tab at the top of the page:

Adding Content

When selecting the "Add Content" option a dialog will display asking which TYPE of content to create, Trivia or Media: 

Trivia will create a quiz content type. Media will create a generic page that will show an image, text description, and/or a link to a URL. 

Locations

Upon creation of a content item, there will be an option to define the location in the context of the open Experience. This may seem redundant, however a single location (or beacon) can be reused across multiple experiences. 

When selecting "add" in the location section, a right-side-navigation will open and display all available locations:
